In his book, "Kirby: King of Comics" (Abrams: 2008), Mark EVANIER states that this piece was a "presentation drawings (sic) for a proposed new version of Captain America."
John MORROW used the art on the cover of the 37th issue of his magazine Jack Kirby Collector (Twomorrows Publishing: Winter 2003), wherein he states that the character was conceived as "Captain Victory."
The character was re-named Captain Glory as part of the "Kirbyverse" project from The Topps Company in 1993.
